  17. <p>     When he was campaigning for President, Lech Walesa promised
  18. to give every citizen a slice of the country's wealth. Last week
  19. his government took a giant step toward fulfilling that pledge
  20. when Prime Minister Jan Krzysztof Bielecki announced that Warsaw
  21. will effectively make every one of the country's 27 million
  22. adult citizens a shareholder in Poland, Inc.
  23. </p>
  24. <p>     The unprecedented giveaway plan, which must be approved by
  25. parliament, calls for majority shares in 400 state-owned
  26. businesses--accounting for one-fourth of production--to be
  27. turned over to between five and 20 newly created private stock
  28. funds co-owned by Poles. Western investment houses would run the
  29. funds, which would be structured to resemble U.S. mutual funds,
  30. for growth and profit. Unlike the American model, which gives
  31. managers no direct power over how an individual company is run,
  32. the overseers of Poland's new stock funds would be able to
  33. restructure promising enterprises and liquidate poor performers.
